Cross-border flow and congestion
What it measures
How much electricity physically crossed each border each month, and how often the border's capacity limited that flow.
Inputs
- ENTSO-E net physical flow between the DE-LU bidding zone (Germany and Luxembourg, which share one wholesale price) and each neighbouring bidding zone, hourly
- ENTSO-E net transfer capacity (the most a border may carry in one direction), per direction for the same borders, hourly
Method and weighting
Cross-border flow starts from the net physical flow ENTSO-E reports for a border, on the canonical hourly grid, and averages it within each local calendar month to give one mean flow per border and month; a positive mean means DE-LU exported more than it imported over that border.
An hour counts as congested when the flow in its direction reaches a fixed share of the capacity offered in that same direction.
The congested share of a month is the number of hours flagged this way over the hours the month has flow data for.
Window
The rolling 12 months to the last complete day, refreshed on the 1st and 15th of each month, one figure per border and month. Data last refreshed on .
Known limits
- This measures physical flow, so power looping through a third zone on its way elsewhere reads here as trade across this border.
- Capacity figures are missing for some borders and some hours; those hours are never flagged as congested, however high the flow.
